The Hinckley-Big Rock 429 School Board met on Friday August 23, 2024 to discuss and act on the recommendation to purchase 540 W. Lincoln Highway and the 4 associated parcels. Board members spoke about the community comments and concerns that they had received about this purchase before the vote. One question that was raised was the flooding of 1996. The drainage system was improved greatly after the flood of 1996. The environmental study was clear of toxic materials. It was reiterated that the land appraised at $765,000, $50,000 above the purchase price. The property would be purchased with existing funds, primarily investment interest that was earned during the FY24 school year. Board members also discussed the clean up of the area, including removing the fuel bins and the conveyer for safety as well as all other materials specific to the concrete company. The Hinckley Concrete owners plan to hold a sale for all useable materials, the remainder will be removed prior to HBR access. The possible immediate use of the buildings on the property for storage and bus mechanics was discussed. While the buildings could provide immediate support, there are no immediate plans to use the land.
Motion to approve the purchase of 540 W. Lincoln Highway was made by Deb Winkle and seconded by Darrin Gengler. The motion passed 6-0, 1 Abstention. Debi White explained that she was abstaining to avoid a conflict of personal interest as her property is one that is impacted by the request for an easement.
